Congress and GAO want to see better security planning. Agencies say funding is not adequate for the investments that are needed. While the debate rages on, what do you do now to minimize your risk?

Security needs to be an integral part of functional management, not a special skill code in agencies. Factored into all IT budgets and strategies right down to end-user training issues. Right now people buy technologies and try to fit it into existing or new systems. The process needs to be reversed: identify your risk first and then apply solutions for effective security investments.
